Amsterdam locals - would leaving a tiny potted herb on someone's parked bike with a cheeky 'water me' note as a flirt be bold or rude?

I'm a Copenhagen gardener/artist visiting Amsterdam. I hand-paint little pots and thought of leaving one on a bike saddle as a low-key flirt. Charming, forward, or a boundary to avoid?
